Why do some people wait till the last possible secound?

I am someone who always gets prepared if a weather watch is put out i bring in the dogs and move the car under the carport. while the person i live with waits until its here and the tornado sirens going off or it is hailing breaks into a panic because her car is getting hailed on than has the excuses "that it came so fast" when she had plenty of advance warnings
