What is the title of the children's book about starlight babies or dew babies?

It was published before 1998. It is about an older couple who can't have children and are given this little basket of babies. At the end, a fairy (or something similar, the babies' real mother) takes them away but leaves in their place a baby girl for the couple, as a token of gratitude for watching over her children.
