Is there any other nation anywhere in which citizens are warned to stay 100 miles away from a national border?

I recently traveled near the U.S.- Mexico border and noticed federal warnings to avoid the region. I have yet to see this situation while traveling overseas. Is America that weak that it cannot defend its own borders?
