Any tips for a New Holga Camera?

Hey Jennifer well the Holga cam that you are talking about is a toy camera and the results from it are going to be as such. As the other person said you are going to want to shoot in well lighted situations so you can get a very vintage Holga look with the vignetting and such. You can shoot the Holga in low light but it requires a lot of practice and trial and error. You will get a lot of black photos if you are not careful. In film cameras, as you probably already know, the film matters a lot so buying a nice Fuji film or a low ISO film will give the photos a better quality and color/contrast. Anyway, the Target/CVS/Walgreens deal sounds good for 12 bucks unless you are going to want more professional prints stick with them. Most camera shops develop 35mm film if you want to have them displayed on larger prints. I hope this helps you out :) Cheer!
